The one job it does
A panic device makes a door open when somebody pushes against it, with no key, no code, no handle to turn and no thinking involved. That last part is the point. In an emergency, in smoke or darkness, with people moving quickly, nobody reads instructions and nobody remembers which way a handle turns. From outside, the same door can be as resistant as any other. That is the whole design achievement: the two directions are treated as separate problems. A door can be genuinely difficult to enter and effortless to leave, and any arrangement that does not distinguish between those two directions has not been designed by somebody thinking about the people inside. It also means panic hardware is not a security downgrade, which is the objection small premises most often raise. The device does not make the door easier to force from the street; it makes it impossible to trap somebody behind. Those are different properties and confusing them is why so many rear exits end up padlocked during trading.
Where it belongs
On any door that forms part of an escape route from a place where people gather — a shop floor, a restaurant, an office, a workshop, a hall. If people are behind that door while the premises is in use, it needs to open from the inside without a key. That includes the back door and any door out of a stockroom or a workroom where somebody may be alone. It also belongs on doors that are not obviously exits but function as them under pressure. A yard door, a side door onto a service lane, a corridor door between two parts of a building. When people leave a building in a hurry they use the nearest opening, not the one marked on a plan, and a locked side door in the wrong place is a genuine hazard.
What it does not belong on is a domestic front door, an external gate on a boundary, or a store nobody is ever inside. Fitting it there is a cost with no corresponding benefit, and it is worth being clear about that because panic hardware occasionally gets proposed for premises that have no need of it whatsoever.
The ways it gets defeated
The commonest is a chain and padlock added across the bar during trading, usually because somebody was worried about the door being pushed open from outside. That converts an exit into a trap, and it is the single most serious thing we come across on small commercial premises. The correct answer to that worry is an outside access device, not a chain. The second is obstruction. Stock stacked in front of an exit, a delivery left against it, a display moved during a busy week and never moved back. The device works perfectly and the door is unusable. This one is entirely a matter of habit rather than hardware, and it is why a quarterly walk of every exit is worth putting on a list somebody actually reads.
The third is neglect. Panic devices are used rarely, which means they fail quietly and nobody discovers it. Springs tire, latches stiffen, alignment drifts as a building settles, and the bar that has not been pushed in two years may need considerably more force than it should. Testing every exit properly once a quarter takes minutes and it is the whole of the maintenance.
Controlling entry on the same door
The usual worry — if it opens from the inside with a push, what stops somebody outside — is answered by the outside trim. A panic device can be paired with an external cylinder, a key-operated access device or nothing at all, depending on whether anybody needs to come in through that door. It is a genuinely separate decision from the exit side.
For a rear delivery door, an external cylinder makes sense so staff can come in that way. For a fire exit that nobody should enter by, no outside trim at all is the correct specification: from the street it is a blank door with no handle and no keyhole, and from inside it opens with a push. Where an alarm on the door is warranted — an exit that should not be used casually, or one that has been propped open repeatedly — a local sounder on the device deals with it far better than a chain. Fitting matters as much as the device
Panic hardware works against a frame and a keeper, and it is only as good as they are. A device fitted to a door that has dropped on its hinges will bind, and a bar that needs a shove is a bar that fails the one test that matters. On older premises the useful part of the job is frequently correcting the door rather than fitting the hardware.
The fixings matter too. A device secured into thin timber or into aluminium framing that carries no load is decorative, and on modern shopfronts that framing genuinely is not structural in any useful sense. Anything fitted to it needs to reach something that will hold, which is a detail worth asking about explicitly rather than assuming. And the direction of the door has to suit the escape. A door that opens inward on an escape route works against a crowd rather than with one. That is not always changeable in an existing building, and where it is not, it is worth knowing so the rest of the arrangement takes account of it rather than pretending it is fine.

Walk every door that people are behind during trading and try it as somebody leaving in a hurry would: push it and see what happens. Not turn a handle, not find a key — push. Any door that does not open is a problem, and any door that opens but needs real effort is on its way to being one.
Then look at what is in front of each of them, from the inside, at the busiest time of the week rather than on a quiet Monday. Stock, deliveries, a display, a bin, a table — all of those move in during trading and get left. An exit that is clear at eight in the morning and blocked at five is not an exit.
